Where the money comes from

Tuition and state funding rose while degree-seeking enrollment fell, FY23–FY27

Degree-seeking enrollment fell 6.7% (Fall 2022–2026) while both sources that fund General Use spending grew — tuition income up 11.8%, the General Operating allocation up 8.0%: more money per student, and a smaller share of it reaching Instruction.

Each fiscal year is matched with the fall census that opens it (Fall 2022 for FY23 through Fall 2026 for FY27); Fall 2026 is from WSU Planning and Analysis’ 10-year Fall Census workbook. FY27 is the adopted budget book.

Part of Instruction’s lower share is the denominator: the General Use total grew 16.4% (FY23 $188.0M → FY27 $218.8M), partly in steps such as Finance and Administration’s +$18.5M in FY24, while Instruction’s own General Use dollars fell 6.0%.

* Instruction, all funds: the FY26 and FY27 books add two restricted-only lines that the FY23–FY25 books do not have (Occupational/Vocational Instruction $0.55M / $0.73M, Community Education $0.14M / $1.02M, FY26 / FY27). On the same lines in every year, all-funds Instruction changes +1.3% from FY23 to FY27 and −4.7% from FY24 to FY27 (program detail table).

Each filing’s Section B (“proposed course fee rates”) gives four earlier years as approved plus the year it proposes; the Regents’ template asks for the history of all course fee rates. The fee table is WSU’s own summary: a fee it does not list may be described elsewhere in the proposal or approved on another Board agenda, and the comparison does not say why a fee is missing. One-off course and lab fees are not compared.
